Some first impressions of the panel report, based on what I've read so far:

-- it's very well-written.

When I say it's well-written, I don't mean to imply that it's an easy read. Rather, I mean that the Panel explained some difficult issues (the GATS claims in particular) as clearly as they can be explained.
